Zion deserves the chance to grow and to be more than squabbling tribes. Mourn for your enemies? That kind of thinking will only get them killed later on by some other tribe like the 80s. The Legion would only be sullied by the White Legs. They deserve to die for not only their failure but also because they're idiots. When you get land, you take its resources and perhaps settle there. Not to mention they "salt the earth," making it totally unusable. What's the point in that? Killing Daniel? Their main target was Graham and they can't even do that correctly. Not only did the White Legs fail to kill Graham, they're attacking the Sorrows as well. The main reason for this as a Legion supporter is simple. Zion is but a place, but such a culture doesn't come around so often. They were the only culture in the area that knew no war and cried for fallen enemies as well. (and admittedly, a lot of footwork to switch nations lulz) I wanted to allow all three nations to co-exist among each other and simply let the people choose which one they liked best, and let that flag fly.
This, at the time to me, was sort of like Independent Vegas except with more established governments rather than anarchy. If they hate trading in the NCR, they can trade in Legion territory. If they don't like House, they can flee to NCR. Although difficult for people to make the trek, this gives people options about what kind of nation they want to live in. One of the reasons I was was because House doesn't wipe out the NCR and Legion, but rather co-exists with them.
